mr. farrell are having a conversation instead of listening to the public. various of the other supervisors were talking with each other or texting, i think that is very unfortunate. i think i said last week that i hoped supervisors will pay attention to the public which they presumably serve. i hope that particularly the new supervisors don't get off on this bastard. i see that there is no clock going. if you could correct that for the public it would help particularly when you have an illegal two-minute time limit for the public and yank the plug after two minutes. it is good to honor gay folks but when there is an opportunity for fund raising by folks that have an inside track the same folks concerned about making good pr about gay things don't really care about other things. in the -- heights branch library a gay artist created a mural which was not only allowed destroyed, but some of the folks here actively participated in getting rid of. a bisexual singer on it in that mural wiped out. nothing remains. and multiracial mural that also honored women working gone without a tr

attorney's office. president chiu, supervisor farrell and supervisor avalos. i would like to give a brief overviewhoun it changes things fort taxpayer and how the office of treasurer/tax collector interacted with the public. the ordinance was passed on november 6th. and it does not apply to the 2013 or prior tax years. and just for your information, tax year is january 1 through december 31. and that affects our payroll expense tax, as well as the new grot gross receipts tax. we will be collecting register fees that affect the '13-14 fiscal year. so if gets collected in advance. payroll expense taxes are over a calendar year and they are filed in arrears, although we do make -- we ask that the taxpayers make quarterly payments. so the changes to the gross receipts tax and payroll expense tax that war mandated by the proposition commenced january 1 2014 and the first filing that is affected will be business registration fees are collected on may 31, 2014 and the tax filesing thereafter will be impacted and we'll be providing information specifically about how to fill out your tax forms and

farrell, who is one of a very large number of characters, is a jazz pianist and before he begins playing a black leprechaun appears to him, mr. mcginniss so you can assume it's the ghost of mr. mcginniss. as margaret said, in 1949 we came to the south bronx, which was an irish neighborhood, mostly. i was sort of a spaced-out kid, destined obviously to be a poet. i was this big at 13 and i was a good rollerskater and the kids were amazed and they befriended me. after a while, they recognized that i had some sort of athletic ability and because i was so spaced out, they mistook it for great courage and if they pushed me, i pushed them back. it was just like a game. so they took to me and asked me to join the shamrocks. i even changed my name from ed vega to ed mcveigh. and this is how they passed me off because most of the teams they played were other irish kids. this was a regular football team so, consequently, they listed me as eddie mcveigh. it was great fun and my friends were jimmy flynn, paddy o'connor. my siblings married the shenny's and i almost married a catherine fineri

introduced by supervisors farrell and wiener. this legislation will help my family and many other hundreds of first time homeowners in san francisco, while protecting tenants in raising an estimated 20 to 25 million in funds for affordable housing. we bought our two bedroom t.i.c. unit in october 2007. it was the only type of property we were able to afford at that time. now, the times have changed. five years and two kids later, we're in need of a different home. we tried selling our t.i.c. unit in september last year, and -- how initially attracted potential buyers were quickly turning away upon learning our unit was a t.i.c. we're not in it to make money. many buyers are afraid of t.i.c.s. and are willing to pay higher prices for the more familiar condominium type property. as most of our savings are locked in our property we feel very trapped and unable to move to a bigger house or a bigger apartment with two kids. if we were able to sell our t.i.c. property, we would be able to afford the bigger home in san francisco. by not allowing us to convert to condo, the city is not on

point and i have said before and i would like to remind you of conversations with supervisor farrell, we had a situation in another part of pacific avenue. i think it was on broadway around pacific, where property line windows in buildings this were built prior to the time when property line windows were an issue are a standard part of older apartment buildings. it was partially done for cross-ventilation and it was potentially done because of the length of the building and the mass of the building. and many of the units around the corridor with additional light wells and property line windows and light wells created the only type of light and air in the apartments. i happened to live in one of those myself, but by using the argument of property line windows aren't permitted, which under the current code when buildings are built today, that is correct. in those days, those rules didn't exist. so i believe that the examination of how we all of a sudden decide to brush away the quality of life in those units, irrespective of who lives in them, owners, renters, i don't care, it creates
